Var, France

In the Var, as in many regions of France, public works projects generate significant volumes of surplus materials. For lack of reuse solutions, these materials are mostly considered as waste, generating additional costs and a significant environmental impact.

The Var Building and Public Works Federation wished to study the feasibility of setting up a resource centre dedicated to public works materials, aimed at businesses, public works tradespeople and individuals, and commissioned setec énergie environnement to carry out this feasibility study.

setec énergie environnement is supporting the Var Construction Federation (Fédération du BTP du Var) in conducting a comprehensive feasibility study aimed at structuring a resource centre project tailored to the challenges of public works by carrying out:

  • National benchmark of reuse and recycling centres, in order to identify good practice and relevant models; ;
  • Study of material deposits from public works sites, enabling the qualification of volumes, typologies and reuse potential; ;
  • Legal analysis of the structuring arrangements for the resource centre (status, governance, regulatory framework), conducted by GBA Avocats; ;
  • Organisation and operational plan, incorporating flows, proposed services and operating procedures; ;
  • Economic evaluation of the project, including the estimation of initial investments and operating costs over a 10-year horizon.
Challenge

Define a resourcery model adapted to the specific characteristics of the Var region, reconciling economic viability, a relevant legal framework and environmental objectives, in a context where resourceries dedicated to materials remain predominantly small-scale and economically fragile.

Key figure

Forecasted a 25% increase in reuse practices if the resource centre is established
