AFD – French Development Agency

2025 – 2026

Saint Lucia, Samoa and Mauritius (Caribbean, Pacific and Indian Ocean)

As part of the evaluation framework for the projects the French Development Agency funds, it has launched an evaluation and knowledge-sharing initiative focusing on three regional programmes dedicated to plastic waste management in small island states: Recycle (OECO), ExPLOI (Indian Ocean Commission) and SWAP (PROE).

setec énergie environnement was commissioned to evaluate and assess these three regional programmes.

The mission included:

  • the consolidation of knowledge and document analysis relating to projects;
  • the evaluation of the results, effects and impacts of the three programmes;
  • the analysis of the implementation arrangements and the regional approach developed;
  • the assessment of the relevance, effectiveness, efficiency and sustainability of the actions undertaken;
  • the identification of good practices and transferable lessons;
  • the formulation of strategic and operational recommendations for AFD and project developers.
Challenge

Small island states are particularly vulnerable to issues relating to plastic waste management due to their geographical constraints, the fragility of their ecosystems and sometimes limited treatment capacity.

The challenge of the mission was to simultaneously evaluate three programmes deployed in different regional contexts, while identifying transferable lessons to strengthen recycling sectors, waste governance and the sustainable preservation of the oceans.
