Veolia SHMVD

2022 – 2024

Chaumont, FRANCE

The Haut-Marnaise Waste Valorisation Company, a subsidiary of the group VEOLIA, operates the Energy Valorization Plant (UVE) in Chaumont as well as the Slurry Maturation and Development Facility (IME).
The UVE includes two incineration lines, each with a capacity of 5 tons per hour.

In order to meet the requirements of the MTD (Best Available Techniques) conclusions of the BREF on the incineration of waste (WI), applicable before December 3, 2023, the SHMVD has requested setec énergie environnement to manage and secure all compliance work, including:

  • emissions of mercury (Hg) and their associated monitoring;
  • the performance of the smoke treatment to reach the VLEs (Emission Limits Values);
  • the improvement of energy efficiency;
  • the control of dust emissions on the IMU and the organization of storage;
  • the change of the sleeve filter.

Our client entrusted us with the complete Master Plan (MOE) for this project:

  • Implementation of the APS process studies: thermal cycle modeling, energy balance of the fumes, validation of technical solutions, proposals for alternative solutions, calculation of the investment for the compliance works, creation of schematic diagrams and implementation plans;
  • APS GC/VRD level studies: GC design note, IME area mass plan, road and network plan, turning plan;
  • Drafting of the consultation dossiers for companies and analysis of the offers;
  • Assistance in the procurement of contracts;
  • Control of documents during the execution studies;
  • Follow-up of the work, assistance with commissioning and management of the overall schedule.
Challenge

Guaranteeing the complete and operational compliance of the UVE and the IME within a tight timeframe, while integrating the new requirements of the BREF WI while maintaining the energy and environmental performance of the installation.
