Sipperec

2025 – 2033

Île-de-France, FRANCE

The Sipperec (Syndicat Intercommunal de la Périphérie de Paris pour les Réseaux et la Communication) supports communities across a wide range of areas of intervention, including the development of heat networks.

In this context, setec énergie environnement supports the trade union in the development of new heat networks, in order to enable the member municipalities to access heating solutions that are both competitive, sustainable and carbon-free.

Setec énergie environnement is supporting Sipperec in the development of its heat and cold networks in Île-de-France, within a consortium of associations. setec Hydratec and Elcimaï. Our intervention covers all the stages of defining, structuring and implementing projects:

  • Feasibility study of a heat (or cold) distribution network based on renewable energies;
  • Feasibility study of a geothermal production tool (probe/ well/ deep well);
  • Processing of seismic studies;
  • Preparation of regulatory dossiers: impact assessment, mining permit, etc., and support in the filing process;
  • Assistance in drafting the business consultation dossier, the concession contract and in the contract’s award;
  • Assistance to the delegating authority for the monitoring of the implementation of the operation until the commissioning of the facilities;
  • Monitoring of the first year of operation of heat (or cold) production and distribution facilities;
  • Preliminary study of the EnR&R resource and the surface demand;
  • Study and assistance to the contracting authority for the audit of a heating network.
Challenge

Optimizing the sizing and layout of the heat and cold networks in a highly constrained environment, characterized by surface land limitations and a dense and highly stressed underground.
