Metropole Nice Côte d’Azur

2025 – 2029

Nice, France

The Metropole Nice Côte d’Azur s’has embarked on a structuring strategy aimed at accelerating the territory’s energy transition and achieving carbon neutrality by 2050. To secure its choices, optimize its projects, and ensure the technical, regulatory, and economic consistency of its actions, it has entrusted a consortium led by setec énergie environnement with a framework agreement for assistance to the project owner (AMO) dedicated to energy decision-making and opportunity assessment.

We coordinate this multidisciplinary group (Finance Consult, Manergy, Harlay Avocats, Smart Grids Conseil) mobilizing technical, financial and legal expertise.

As a Master of Works Assistant (AMO), we carry out the following tasks:

  • Conducting feasibility and pre-feasibility studies for different types of energy: heat and cold networks, photovoltaics, geothermal energy, thermal energy from the sea, methane production…
  • Management and monitoring of public service delegations (DSP): drafting and negotiation of amendments, contractual management;
  • Legal and regulatory support;
  • Awarding of energy supply contracts for the Métropole;
  • Land studies for the installation of energy infrastructure;
  • Financial and economic analyses to secure investments;
  • Strategic advice and decision-making support.
